British Columbia’s Update on the Provincial Attestation Letter System

It has become mandatory for international students who are planning their higher studies in Canada. To fulfil this requirement, British Columbia’s update has introduced a Provincial Letter System (PAL). This has been effective from the 4th of March 2024, for eligible post-secondary institutions. Allocation of study permits according to British Columbia’s update
British Columbia’s update has allowed an allocation of 83,000 undergraduate study permits in 2024. Also, this distribution for the provincial attestation letters will be 53% for public post-secondary institutions and 47% for private institutions. The distribution is based on encouraging public post-secondary institutions to maintain their international student programs while expanding growth for this year and in the future.
These letters act as verification for international students confirming their inclusion with federal application limits. Therefore, the institution will request these letters from the province on behalf of the students to submit the provincial letter with the student’s study permit application.
Provincial Letter Attestation for applicants
Overall, recent study permit applications of undergraduate post-secondary international students will require provincial letter attestation.
However, applicants who are exempted from obtaining provincial letter attestation are as follows;
- Primary and secondary students
- Master’s or doctoral degree students
- Students already in Canada with a valid study permit or in-Canada work permit holders and their in-Canada family members;
- Students already in Canada applying for an extension
- Students whose application was received before 8:30 a.m. (Eastern time) on Jan. 22, 2024.
